With the purposes of further implementing the strategy of strengthening the provincial capital with talents and practicing the work philosophy of “Attracting Talents to the City of Springs”, the 8th China (Jinan) New Growth Drivers Innovation and Entrepreneurship Contest, is planned to be held in 2025 to bring together the outstanding talents at home and abroad to develop their careers in Jinan, gather a batch of leading, original, and uniquely innovated high-tech talent projects, and promote the in-depth integration of scientific and technological innovation and industrial innovation, so as to better serve Jinan's key tasks such as the “Project Enhancement Year”.

Advanced Materials and New Energy Equipment
Fields related to semiconductor materials, integrated circuit design / manufacturing / packaging / testing/supporting technologies, nano-imprinting, advanced chemical materials, high-performance fibers, products and composite materials, advanced inorganic non-metallic materials, advanced new materials, high-efficiency energy-saving general and specialized construction materials, carbon fibers and composite materials, fluorosilicone materials, coal-based fine chemical products, high-performance special steel, low-carbon smelting technology, metallurgical engineering technology, wind power equipment, photovoltaic/energy storage equipment, and new power equipment.
Modern Agriculture & Green and Environmental Protection
Fields related to modern seed industry, efficient cultivation, healthy breeding, safe and efficient agricultural inputs (including new fertilizers, biological pesticides and veterinary drugs, and green & organic feeds), bio-agriculture and related industries, intelligent agricultural equipment, high-efficiency protected agriculture, pollution treatment, circular economy equipment, water-efficient technology, ecological restoration, environmental monitoring, and the Yellow River ecological protection industry.

一、General Term
Participants should bring with innovative outcomes and entrepreneurial plans. Their technology should go along with Jinan's industrial development and take a lead domestically or internationally.
Participating projects should be innovative and potential in commercialization. The proposed outcomes, products, or technologies should comply with national laws, regulations and industrial policies. Besides, participants should be free of intellectual property disputes.
Participants should choose only one preliminary contest area or special-featured contest track to register for one participating project. Registration for both will lead to disqualification for the contest.
Participants should come from other cities while have no social security accounts in Jinan. Their project shall not have been registered in Jinan prior to January 1, 2025 while have the intention to get itself materialized in Jinan within 1 year since the event.
Winners or prized projects in the events held previously are not allowed to participate this year.
二、Specific Requirement
(1)Domestic Contest Areas
a.In principle, participants shall have some Innovation and entrepreneurship experience while possess strong mindsets for innovation and entrepreneurship as well as capabilities in technology transformation, market exploration, management, and resource integration.
b.Returned overseas students shall sign up in domestic contest areas.
(2)Overseas Contest Areas
a.In principle, participants shall have master's or above degree.
b.In principle, participants shall have worked in well-known overseas universities, research institutions, or foreign companies, and served as project leaders in major industrial technology development, project transformation, and industrialization. For those exceptionally outstanding participants, we may appropriately relax the conditions.
(3)Special-featured Contest Tracks
In principle, participants shall have some innovation and entrepreneurship experience while possess strong mindsets for innovation and entrepreneurship as well as capabilities in technology transformation, market exploration, management, and resource integration. (Detailed conditions can be found in the work plan for special-featured contest tracks.)
Preliminary Contest Award and Bonus
Each Preliminary Contest area sets15 award-winning places, and a total of 225 places will enter the final.
Each project advancing from the preliminary round to the finals will receive a Finalist Award，a pre-tax bonus of RMB10,000 per project,totaling 225awards.

Final Contest Award and Bonus
The finals set 20 first prizes with a bonus of RMB30,000(pre-tax);
30 second prizes with a bonus of RMB20,000(pre-tax);
and 50 third prizes with a bonus of RMB10,000(pre-tax);100awards in total.

Special competition final award
The award settings for characteristic tracks are determined according to their respective actual situations.
The first and second prize projects of the finals and special-featured tracks (excluding the final contest winning projects of the outstanding talents innovation, entrepreneurship, and wealth creation in rural revitalization track) that will be implemented in Jinan within one year, as well as finalist projects that have secured over RMB10 million in equity-based cash financing, which meet the basic application conditions for Jinan’s leading talent introduction policies, will be directly included in the management of municipal-level key talent projects after on-site inspection and comprehensive argumentation. High-quality projects implemented in Jinan will be included in the official project pool of the contest. Those meeting the basic application requirements for support policies such as Youth S&T Talents, Urgently Needed and Scarce Talent Pool, Postdoctoral Entrepreneurship, and Overseas Returnee Talent, will be given priority in application and review.
A project database for the materialization of the contest projects will be established. Municipal units, districts, counties, and parks will designate service commissioners and provide green channels for the projects. The talent and sci-tech support policies, industrial development support policies, and land guarantee policies will be provided in a comprehensive way. Services for the projects will be enhanced, including that for registration and licensing, office space, enterprise planning, personnel recruitment, and investment and financing support. A series of all-round guarantee and services will be provided for the materialization of the projects.
