一、General Term
Participants should bring with innovative outcomes and entrepreneurial plans. Their technology should go along with Jinan's industrial development and take a lead domestically or internationally.
Participating projects should be innovative and potential in commercialization. The proposed outcomes, products, or technologies should comply with national laws, regulations and industrial policies. Besides, participants should be free of intellectual property disputes.
Participants should choose only one preliminary contest area or special-featured contest track to register for one participating project. Registration for both will lead to disqualification for the contest.
Participants should come from other cities and have no social security accounts in Jinan; the projects should not have been registered in Jinan prior to January 1, 2026.
Talents and projects that have previously won awards in the finals of the China (Jinan) New Growth Drivers Innovation and Entrepreneurship Contest or the 2026 Quancheng Alumni Future Robotics Innovation and Entrepreneurship Contest are not allowed to participate in this year’s contest again.
二、Specific Requirement
(1)Domestic Contest Areas
a. In principle, participants shall have some innovation and entrepreneurship experience while possess strong mindsets for innovation and entrepreneurship as well as capabilities in technology transformation, market exploration, management, and resource integration.
b. In principle, returned overseas students shall sign up in domestic contest areas.
(2)Overseas Contest Areas
a. In principle, participants shall have master’s degree or above.
b. In principle, participants shall have worked in well-known overseas universities, research institutions, or foreign companies, and served as project leaders in major industrial technology development, project transformation, and industrialization. For those exceptionally outstanding participants, we may appropriately relax the conditions.
(3)Special-featured Contest Tracks
For detailed eligibility requirements of each special-featured contest track, please refer to the respective work plan.
1.Preliminary Stage.Each Preliminary Contest area will select 15 winners, bringing a total of 240 places to the semi-finals from 16 preliminary contest areas.
2.Final Stage.There will be 100 awards in total: 20 first prizes, 30 second prizes, and 50 third prizes.
3.Characteristic Track.Each characteristic track will set up about six awards according to preliminary evaluation, expert review, and project implementation (typically one first prize, two second prizes, and three third prizes).
Each project advancing from the preliminary round to the finals will receive a Finalist Award, including a pre-tax bonus of RMB10,000 per project and a certificate (distributed after project implementation), totaling 240 awards.
A total of 100 awards
For each special-featured track, about 6 final awards will be granted based on project quality and comprehensive expert argumentation results.
Finalist projects that have been implemented and commercialized in Jinan within one year, award-winning projects in special-featured contest tracks (excluding the track for Talents' Innovation, Creativity, Entrepreneurship, and Wealth Creation for Rural Revitalization), or finalist projects that have secured cumulative equity-based financing exceeding RMB10 million may directly proceed to the on-site evaluation phase of the municipal key talent program upon meeting the basic eligibility criteria of Jinan's industrial leading talent recruitment policies. After passing the on-site evaluation and comprehensive assessment, these projects will receive corresponding financial support ranging from RMB500,000 to RMB3,000,000.
Contest projects implemented and commercialized in Jinan that meet the eligibility criteria of Haiyou's "Golden Seed" support policy will be given priority for evaluation. Entrepreneurial projects with strong market potential and significant development prospects will receive startup funding ranging from RMB 100,000 to RMB300,000.
Contest projects implemented and commercialized in Jinan that meet the basic eligibility criteria of relevant support policies for postdoctoral entrepreneurship and overseas-educated talents will be given priority for evaluation, with funding support of up to RMB500,000.
A project database for the implementation of the contest projects will be established. Municipal departments, districts, counties (functional zones), and industrial parks will designate service specialists and provide green channels for the projects. The talent and sci-tech support policies, industrial development support policies, and land usage policies will be provided in a comprehensive way. Services for the projects will be enhanced, including that for registration and licensing, office space, enterprise planning, personnel recruitment, and investment and financing support. A series of all-round services will be provided for the implementation of the projects.
